For more than 20 years, members of the Yip Associates team have been providing integrity monitoring and compliance services on some of the largest and most recognizable public works projects in the New York Metropolitan Area. Our team of professionals perform risk assessments and develop corruption prevention programs and risk-based audit workplans designed to evaluate project costs and schedule; identify overcharges or inefficiencies; prevent fraud, waste and abuse on capital projects and programs; and evaluate compliance with all relevant contractual, regulatory and community benefit program requirements.

Following is a representative list of our team’s active and recent relevant experience providing integrity monitoring and compliance services for the above agencies:
The Port Authority of New York and New Jersey (“PANYNJ”)
Yip Associates is providing integrity monitoring, construction auditing and compliance services to the PANYNJ, Office of Inspector General, on three major airport projects. They include the $2.5 Billion Newark Terminal One Redevelopment Project, the $4 Billion LaGuardia Central Terminal Building Project, and the $9.5 Billion JFK Airport Redevelopment Project. Services provided by Yip Associates on these projects includes:
- Monitoring construction progress and related project costs of the general contractor and all lower-tier subcontractors
- Conducting risk assessments for potential fraud, waste and abuse
- Developing corruption prevention programs and risk-based audit work plans designed to mitigate against identified risks
- Conducting policies and procedures reviews designed to identify control weaknesses and strengthen critical internal control processes
- Monitoring compliance with prevailing wage laws, women and minority owned business programs and other contractual and regulatory requirements
- Conducting job cost audits of trade contractors, vendors and suppliers throughout the entire project life cycle including reviews of procurement activities, payment applications, change orders and contractor closeouts
The Metropolitan Transportation Authority (“MTA”)
Yip Associates is providing integrity and compliance monitoring services to the MTA, Office of Inspector General, on the East Side Access and the Long Island Railroad Third Rail Expansion projects, with a combined construction value of approximately $13 Billion. Services provided by Yip Associates includes:
- Evaluating whether trade workers are receiving proper prevailing wages and benefits
- Ensuring that contractors, and subcontractors at all tiers, are complying with Disadvantaged/Minority and Women owned Business Enterprise requirements
- Verifying timely payments are being made to subcontractors and suppliers at all tiers
- Monitoring compliance with the terms of a Design Builder Incentive Program and related Community Benefit Agreements
New York City Housing Authority (“NYCHA”)
New York City Department of Investigation (“DOI”)
Yip Associates team members provided integrity and compliance monitoring services to NYCHA and DOI on the Bond B Project, which was a multi-million-dollar program to fund repairs to deteriorating building exteriors and systems at dozens of public housing developments located throughout New York City. The YA team was tasked with:
- Developing and implementing an integrity monitoring program to oversee project expenditures
- Monitoring construction progress and intelligence gathering
- Ensuring compliance with appropriate prevailing wage requirements
- Conducting reviews of invoices, payroll reports, change orders and other supporting documents to evaluate the accuracy of costs and to prevent overbillings
- Performing contractor office visits to conduct interviews and obtain source documents
Imposed monitorships of contractors (various agencies)
Yip Associates provides independent monitorships of contractors for various public agencies. As a result of non-compliance with contractual or regulatory requirements, or other business or ethical violations, the companies were subject to comply with Certification Agreements, Deferred Prosecution Agreements and other Administrative Settlement Agreements. The companies were required to take on an independent monitor for committing felonies and/or ethical violations including theft, prevailing wage fraud, M/W/DBE fraud, filing of false documents and various other violations. On these monitorships, YA is tasked with evaluating company compliance and business and ethics programs, monitoring compliance with the programs, and conducting reviews of company policies, procedures and controls in key compliance areas.
