Scott Millman, is a Forensic Accounting Manager at Yip Associates with 12 years of professional experience specializing in forensic accounting, integrity oversight monitoring, litigation support, fraud risk mitigation, internal controls, disaster recovery, and grant monitoring services.

Prior to joining Yip Associates, Mr. Millman was a Senior Director at K2 Integrity and a Manager at CohnReznick. Within the Construction and Real Estate group as part of the Investigations and Disputes practice at K2 Integrity, Mr. Millman’s work consisted of monitoring all financial activities associated with major capital construction projects in the private and public sectors. Within the Government and Public Sector Advisory Group of CohnReznick, Mr. Millman engaged in various internal audit activities for projects both large and small, public and private. He also monitored all financial activities associated with major capital construction projects for various Federal and state funded programs.

Mr. Millman has several years of experience developing risk assessments and implementing work plans designed to identify, mitigate and monitor potential risks.

Mr. Millman’s areas of expertise include:

  • Review and testing of internal controls to ensure controls are designed appropriately and perform the function that they are created for.
  • Procedure and process review and mapping.
  • Providing integrity oversight monitoring for public and private projects to detect fraud, waste and abuse.
  • Monitoring contractors and subcontractors to ensure wages and benefits for workers are in compliance with Davis-Bacon requirements.
  • Monitoring federal and state funded grant programs as well as those dealing specifically with disaster recovery.

 

Mr. Millman’s representative engagements include:

  • Evaluations of internal controls under Sarbanes Oxley 404.
  • Provided grant monitoring and review services to the New Jersey Department of Community Affairs to support the rebuilding of communities following Superstorm Sandy.
  • Provided compliance services to the Governor’s Office of Storm Recovery (GOSR) for public assistance in support of CDBG funds to be reimbursed from multiple natural disasters.
  • Provided integrity oversight monitoring for projects such as: LaGuardia Airport Reconstruction of the Central Terminal; the Maplewood Emergency Operations Center; the New Jersey Department of Environmental Protection Restore and Resist Program; and various private entity integrity oversight monitoring projects.
